SEC 1\. SHORT TITLE AND TABLE OF CONTENTS.
1) SHORT TITLE—This Act may be cited as the Togetherness Gale Proventionist Act (TG PACT).2) THE TABLE OF CONTENTS—This table is of the organization of this document.1) SEC 2\. ON ENHANCING RECOVERY.1) In relation to the establishment of—1) The RECOVERY TEAM1) Team established for the recovery of Government property and servers post-happening of damages or attacks.2) The Proventionist Fund1) Established fund for the recovery and prevention of mass attacks.
2) SEC 3\. ON DEFENDING ATTACKS.1) In relation to the establishment of—1) The OPSAP1) Team tasked with crisis prevention and the authority to call State of Crisis, facilitating temporary centralized authority as a response to major crises.3) SEC 4\. ON ENACTMENT AND SUNSETTING.
SEC 2\. ON ENHANCING RECOVERY.
1) IN GENERAL—There is hereby established in the Ministry of the Economy a separate fund to be known as the “Preventionist Fund”, amounts which shall remain available without fiscal year limitation—1) To reimburse any structure or property damaged within an attack of terror.2) To reimburse individuals tasked with the reconstruction of damages, as outlined in §2(b).
2) RECOVERY—There is hereby established, post crisis, a team to be known as the “RECOVERY TEAM” comprised of 8 individuals maximum with no set minimum, tasked with the reconstruction or recovery of Government Property which—1) Suffered damages from attacks of terror.2) Suffered severe vandalism and property damages.3) Suffered damage from protest or intentional attack.4) Suffered damage from Foreign Attacks.5) Suffered damage from abuse of Entrusted Authorities.
2) The RECOVERY TEAM shall be instructed and led by the President of Teen Government, the Prime Minister of Teen Government, the Minister of Communications of Teen Government, The Minister of Economy of Teen Government, and the Minister of Defense of Teen Government, all shall be considered as “Leadership of the RECOVERY TEAM”.
3) The RECOVERY TEAM shall have discretionary authority over the use of the “Preventionist Fund”, although all and any actions must first seek approval by a unanimous concurrence of the Leadership of the RECOVERY TEAM.
4) The RECOVERY TEAM is to be given compensation by the Leadership of the RECOVERY TEAM, by use of the "Preventionist Fund”, although the amount shall be kept discretionary.
5) The RECOVERY TEAM shall lead operations towards the recovery post-happenings of events enshrined within §2(b), and in the doing-so may request permissions related to the planned recovery, although there is to be no legal mandate for the permissions to be granted.
6) The RECOVERY TEAM membership must include all Moderation of the Discord Server and all Moderation of the Subreddit Main Page.
3) DEFINITIONS IN THIS SECTION—
All terminology shall only refer to use within this document, any law establishing definitions of contradicting to terms referenced shall use those set terms therein, and terms set within this document used, although if no other law establishes definitions for those words the established language shall be considered their definitions.
1) RECOVERY TEAM—1) A team established by §2(b), given the legal duty of assisting in recovery.1) Not considered a Higher Office.2) Membership approval and entry is to be determined by the President, Prime Minister, Economy Minister, Minister of Communications, and Minister of Defense.3) Compensated by the Preventionist Fund, only in the circumstances of a crisis occurring.2) GOVERNMENT PROPERTY—1) All property considered owned by the Government1) All property and land established by legal law and of which is present on the Map of Teen Government is considered owned by the Government, unless otherwise stated in legal law establishing thereof or other legislation establishes other ownership.2) The following is considered Government Property, regardless of whether separate legislation contradict thereof1) The Official Discord Server of Teen Government, established by the Offsite Media Act.2) The Subreddit Main Page, under the name r/TeenGovernment.3) All buildings wherein their main purpose is the doing of Government Action, such as Council voting.3) ATTACK(S) OF TERROR—1) An action or attack wherein someone harms property or people in an attempt of—1) Spreading fear2) Changing policy3) Intimidation4) Threatening action
4) TERROR ATTACK—1) Interchangeable with Attack(s) Of Terror.
5) FOREIGN ATTACKS—1) Any and all attacks done, planned, administered, or facilitated by a foreign body.
6) ENTRUSTED AUTHORITIES—1) All authorities granted by a position of Government or moderation.
7) MODERATION OF THE DISCORD SERVER—1) All Moderation of the Discord Server, given administrative permissions therein.8) MODERATION OF THE SUBREDDIT MAIN PAGE—1) All individuals given administrative purposes in the Subreddit Main Page.9) PREVENTIONIST FUND—1) The fund established by this law, used for the prevention and combating of crises. Alongside compensation of choice officials.10) LEADERSHIP OF RECOVERY TEAM—1) President, Prime Minister, Economy Minister, Minister of Communications, and Minister of Defense.11) PERMISSIONS RELATED TO PLANNED RECOVERY—1) Any and all considerably necessary towards the recoveries, which may include—1) The ability to augment channels in any way.2) The ability to augment roles in any way.3) The ability to augment authorities in any way.
12) PLANNED RECOVERY—1) The plan of action created by the RECOVERY TEAM.
13) COMPENSATION—1) Payment for individuals for doing a task or labor.14) GOVERNMENT ACTION—1) Any and all actions done directly by the representatives of the Government, such as President, Vice President, Prime Minister, Chief Justice, Council Member, a Minister of any kind, and the Ombudsman.15) OFFSITE MEDIA ACT—1) The act establishing the Discord Server and all legislation affecting thereof.16) OFFICIAL DISCORD SERVER—1) The Discord Server established by the OFFSITE MEDIA ACT.17) SUBREDDIT MAIN PAGE—1) The Reddit Subreddit under the name of r/TeenGovernment.18) COUNCIL SUKS—1) The established legislature of Teen Government known by the name of Council shall be recognized as being inadequate and slow in the doing of their legal duties. Upon passage Teen Government shall recognize this and the Governments stance is to be ‘Council suks’1) No legislation may Amend, alter, or repeal this stance, excluding Constitutional Amendments which specifically alter this Amendment.2) COUNCIL SUKS shall hold naught in legal authority, rather considered as a perspective of the Government instead of binding law.
19) PROPERTY—1) Anything owned by any individual, body, entity, organization, company, party, or any other who is legally capable of ownership.2) Property may also refer to traits or characteristics about an object.20) PERMISSIONS—1) The authority or permission to do or act in certain ways.21) CONCURANCE—1) The agreement of an action between multiple individuals.22) MINISTER OF ECONOMY—1) The Minister in charge of the Economy.23) PRESIDENT OF TEEN GOVERNMENT—1) The Head of State of Teen Government.24) PRIME MINISTER OF TEEN GOVERNMENT—1) The Head of Government of Teen Government.25) MINISTER OF DEFENSE—1) The Minister responsible for defending the Teen Government against foreign or domestic events or attacks.
26) MINISTER OF COMMUNICATIONS—1) The Minister responsible for foreign communications.
SEC 3\. DEFENDING ATTACKS
1) IN GENERAL—There hereby established the Office of Public Service and Attack Prevention (OPSAP), which shall—1) Be led and instructed by the Ombudsman, who shall hold the authority of discretion over all actions.2) Be given access to the Preventionist Fund, which may be used for all expenses which accrue.3) Be given due compensation by the discretion of the Ombudsman, by the use of the Proventionist Fund.2) PERMITTED ACTIONS—The OPSAP shall be given the legal authority to issue States of Crisis, by—1) A unanimous concurrence upon membership of the OPSAP.2) The approval of the serving Ombudsman.3) A public post made by the Ombudsman stating the existence of the State of Crisis, done upon the Official SMP page.
3) STATE OF CRISIS—Hereby, once a State of Crisis is issued, it shall—1) Pause the authorities to—1) Hold trial, and give legal punishments to the Judiciary.2) Vote on legislation, pass motions, approve Ministers, or send messages in the Voting Chat of Council.3) Speak and work with Foreign Nations, alongside the doing of any Foreign Affairs, of the Minister of Communications, the Vice President, and the President.4) The paying of Government employees of the Economy Minister.5) The nomination of OPSAP members of the Ombudsman.6) The investigations of the Ombudsman.7) The manufacturing or distribution of any resource or product of the Government to the populace.8) The creating and posting of the monthly Census of the Census Minister.9) The creation of any Election by the Election Minister.10) The Creation of any Referendum by the Referendum Minister.
2) Grant centralized authorities to the President during this temporary period, permitting them to—1) Pass Emergency Decrees without the approval of the Prime Minister, which may create or amend legislation. The requirement of a State of Emergency shall be ignored during a State of Crisis.2) Pass Executive Chicanery Orders without the Vice President's approval, which may create or amend legislation.3) Fire or impeach any Minister or Council member, with the concurrence of the Prime Minister and Vice President.4) Assume any Ministerial Duty upon discretion.5) Direct the military without restriction.
3) Last for 3 days.
4) OPSAP APPOINTMENT—All membership of the OPSAP must be nominated by the Ombudsman by—1) Stating the individuals name who is being nominated for entry of the OPSAP in the \#Executive Channel of the Official Discord Server.2) Once the nomination is stated in this Channel, it shall be the responsibility of all currently serving Ministers to vote upon the nomination.3) If the nomination is given the approval of a Supermajority of the total of all Ministers, the nominated individual shall be considered a member of the OPSAP.
5) OPSAP REMOVAL—The Chief Justice may Fire any OPSAP member, if given the approval from the Ombudsman by—1) A public SMP post stating the occurrence.2) The reasoning of the Firing being outlined within the SMP post.3) The Chief Justice and Ombudsman both stating their approval publicly in any manner, which is publicly accessible.
6) OMBUDSMAN COMPENSATION—The Ombudsman shall receive 80 TGD a week, alongside the supplementary 50 TGD upon every investigation, given by the Minister of Economy.7) DEFINITIONS USED IN THIS SECTION—
1) OPSAP1) The Office of Public Service and Attack Prevention.1) The Office given the authority to prevent attacks and call the State of Crisis.2) State of Crisis.1) A temporary state of emergency, wherein the OPSAP call upon the shutdown of a majority of the Government to centralize authorities for the prevention or fighting of a crisis.3) Hold trial.1) The legal authority of the Judiciary to do and hold trials within court to determine justice.4) Legislation1) Any bill, act, or Amendment.
SEC 4\. ON ENACTMENT AND SUNSET.
1) If this legislation is passed by Council, it shall come into effect on the 30th of September, 2026\.2) This legislation shall entirely lose legal status and void itself on the 8th of May, 2027\.
