THIS WILL COME INTO EFFECT WHEN THE FIRST NUCLEAR ARSENAL IS PUT INTO CIRCULATION
This proposition allows for the nuclear option if certain conditions are met.
Conditions of the Nuclear Option:

DEFCON-like systems in r/TeenGovernment hit the maximum awareness level,
The Nuclear Committee has been called (Extended upon later in text) for when GOVCON (Our DEFCON) hits 1,
The Nuclear Committee has called a secondary meeting for both the President, Vice President, Minister of Defense and their Secretary, Air Marshal, Field General, Admiral, and two undisclosed "Failsafe" individuals and it succeeds in majority vote (7/9 or more people voting for the Nuclear Option),
The nation or group to be targeted by Tegovian nuclear defense arsenal has attacked an allied nation or a remote Tegovian base with Nuclear Arsenal,

The Nuclear Committee:
The Nuclear Committee is composed of nine people:

President
Vice President
Minister of Defense
Minister of Defense - Secretary
Air Marshal
Field General
Admiral
Failsafe I
Failsafe II

The Nuclear Committee is called when GOVCON hits 1 A 7/9 vote sets a plan into place.
The Nuclear Committee is also called at a final time when the conditions for the Nuclear Option are met. A 7/9 vote allows for the Nuclear Option.
The Nuclear committee also depends on two "Failsafe" individuals. These people are randomly chosen from a pool of government workers and are placed under NDA to not share their position at any time. Only one failsafe is needed (which would decrease the vote requirements to 6/8.)
Mutually Assured Destruction (MAD):
Upon any nation or group firing on Tegovia, automated systems will detect that missile and automatically deploy our own arsenal of nuclear weapons. MAD will set GOVCON to 0, which is GOVCON's official Nuclear War tier.
Safety:
Deadly force is authorized on any nuclear base.
No Tegovian is allowed near 20 foot of a nuclear silo at any time unless it is maintenance, which must be supervised by a Senior Nuclear Supervisory Agent and two armed guards.
Military Personnel MUST be on site at all times when a nuclear weapon is in a silo.
At least 20 guards should be on standby in a nuclear control room and Nuclear Committee meeting room at once at all times, no exceptions.
Failsafe's identity are only to be known by Minister of Defense and President, as well as Vice President, and disclosed upon first Nuclear Meeting.
Failsafe's will be exchanged with new failsafe's if each of them do not DM the Minister of Defense every day to "check in" unless disclosed beforehand with the Minister of Defense.
GOVCON Guide:
GOVCON can be reduced when either the President and Minister of Defense agree, or all armed forces, the minister of defense, and failsafe's agree, it also calls for a meeting between the President, the Minister of Defense and the failsafe's to vote to choose on voting plans (president and minister of defense both agreeing, or Minister of Defense, each Army corps, and failsafe's.), and then vote in accordance to those voting plans.
GOVCON cannot naturally be decreased below zero unless there is a credible nuclear threat such as another nation threatening to use nuclear weapons. A Nuclear Committee is called for that.
