Preface: Since so many folks complain about the Prime Minister not having authority over Ministers and to give the Prime Minister more power, I, u/Then_Train8542, hereby propose this amendment.
Article I: The office of the Prime Minister will be renamed to the Chancellor, and all clauses which mentioned the Prime Minister and which are still in effect must hereby apply to the Chancellor instead.
Article II: The Chancellor may veto legislation passed by Council. However, this veto may be overridden by a 2/3 vote of Council.
Article III: The Chancellor, not the Vice President, will break ties in Council, unless if the Chancellor may not break a tie due to legislation around conflicts of interest, in which case the Vice President will have the power to break ties.
Article IV: The Chancellor must be elected by 50% + 1 of Council Members. They shall be elected by a two round system, in which if no candidate for Chancellor wins at least 50% + 1 of votes, the top two candidates proceed to a second round.
Article V: The Chancellor must be a Council Member.
EDITS: Added Article V at Camel's insistence
