Preface: The Apollo Amendment 2 is about to pass, and as such it is going to butt heads with Marketing Team NOW. Here is my proposed solution.
Section I
Article I: The Ministry of Marketing from Marketing Team NOW and the Department of Expansion from the Apollo Amendment 2 shall be merged into one office, the GEM (Growth, Expansion, and Marketing) Department, as well as the ministers specified in each being unified into the GEM minister.
Article II: The GEM Department will be led by the GEM minister, and will have a team of 4 people under it to fulfill duties. The Vice President & Prime Minister will be part of the team, as well as 2 other appointees that may hold other government positions other than the President. The Vice President & 1 appointee will be tasked with fulfilling the duties of the Apollo Amendment 2, while the Prime Minister and the other appointee will be tasked with the duties of Marketing Team NOW. The GEM minister will help with the duties of both groups, as well as be their leader and task them with other specific duties.
Article III: If either the Vice President or the Prime Minister is either unable to serve for whatever reason or has their position removed by future legislation, the Speaker of the Council will instead take their duties.
Article IV: Additional appointees may be appointed for either group by the GEM Minister at any time.
Article V: If the Apollo Amendment 2 fails, this act will automatically fail alongside it except for Article VI.
Article VI: The Marketing Team under the foreign minister as created by https://www.reddit.com/r/TeenGovernment/comments/1rjdtj4/declaration_of_state_of_emergency_note_that_this/ is to be abolished.
