Section I: Citizen IDs and Registration
Article I: A citizen ID may be obtained by any citizen via any of the following processes:
(i) With a direct message to the official allowed to issue IDs (Census Minister).
(ii) By a redistribution done by the Census Minister after a case of voter fraud and/or Citizen ID Database leak.
(iii) If a citizen requests a new one if they suspect theirs has been compromised.
Article II: A Citizen ID is a unique, pseudo-random numeric, six digit code used for the identification of citizens on the ARPD as well as being used to verify votes in the national general elections, census, and referendums. Other uses for Citizen IDs may be determined in amendments to this constitution.
Article III: Any citizen with a Citizen ID is considered a registered citizen. Any Citizen ID must be revoked if they do not fill out the census.
Article IV: IDs may be redistributed by the Census Minister if a referendum to do so occurs, if the Census Minister, Election Minister, and/or Referendum Minister suspects they have been compromised.
Article V: The valid issuers of Citizen IDs can not refuse to hand out a Citizen ID to someone who is a citizen of TeenGovernment eligible for an ID or who meets the conditions to be and is a citizen on the related official Discord.
Article VI: Citizen IDs must be kept in a spreadsheet, referred to as the Citizen ID Database or CIDD.
Article VII: Only the following positions may ever have access to the Citizen ID Database, this list may only be edited by a constitutional amendment:
(i) Census Minister
(ii) Election Minister
(iii) Referendum Minister
(iv) A singular admin of the ARPD website to verify citizens on the ARPD website.
(v) Ombudsman when pursuant to investigations.
(vi) Acting Census Minister
(vii) Acting Election Minister
(viii) Acting Referendum Minister
Article VIII: The Census Minister or Acting Census Minister are the only people who may ever issue a Citizen ID.
Article IX: Having a valid Citizen ID grants its holder all the rights that are detailed in the constitution. Explicitly including but not limited to the right to vote and run for a political office. As well, not having an active Citizen ID strips any person of any rights detailed in the constitution, excluding the human rights bill.
Article X: Upon obtaining a Citizen ID, it is valid as long as you fill out each of the monthly censuses. All that is needed to revalidate a Citizen ID is for it to be used to fill out a census by the same account again. Citizen IDs are only to be used on elections, referendums, censuses, petitions, and ARPD website verification. Nothing else may require IDs unless future legislation permits it. The validity of Citizen IDs are updated by the Census Minister as responses to the Census come in.
Article XI: Government officials who are considered an Unregistered Person are to be immediately impeached, excluding if they are on a break in accordance with the Simplistic Announced Breaks amendment.
Article XII: If a prisoner possesses an ID, it only permits them to answer the census, and have access to basic human rights such as food, water, and adequate housing.
Article XIII: It is expressly illegal to share, post, or document multiple valid Citizen IDs for those not authorized access to the CIDD in any way, shape, or form.
Article XIV: Any posting or sending of Citizen IDs may be immediately removed by moderators without repercussion so long as proof or a record of the incident is kept. For Reddit mods this doesn't do anything as "removed posts" can be re-approved later without losing anything; for any other context this means screenshotting or otherwise recording (e.g. via a api response capture) the message or post
Section II: Process of a Census
Article I: The census is to be held by the Census Minister  monthly, beginning on the 4th and ending on the 18th of every month.
