Sec I: Naming

1. This shall be known and referred to as the SOCE

1. Provisions enshrined within this document shall hold Constitutional Authority.

1. The Server Owner shall be defined as the individual actively in ownership of the Official Discord Server.

1. Moderator Candidates shall be known hereinafter as individuals eligible to run for the Server Owner Elections.

1. Moderators shall be known hereinafter as the Moderators of the Official Discord Server of Teen Government, granted administrative privileges via their role named "Mod".

1. Eligible Candidates shall be defined as individuals who are in compliance with Section III (b), on eligibility. These individuals are permitted the ability to run for Server Owner.

1. A legal citizen of Teen Government is hereinafter referred to as an individual who has fulfilled the Census, pursuant to all passed and active Census legislation.

1. The Executive, Owner, or Head of a party is defined as the individual responsible for representing and leading an officially recognized party, pursuant to the Constitution's definition of party, and in compliance to all legislation in relation to parties.

1. This individual is to be the one given the position of leadership, and in the circumstance of leadership structure it is to be known as the individual with the highest control and authority within party affairs.

1. In circumstances of equal and equivalent authority, in the circumstances of co-heads or otherwise equal leadership, both shall be considered The Executive, Owner, or Head of a party.

1. In the circumstance a party runs entirely on direct democracy, with no organized leader or leadership structure, no member shall be labeled as The Executive, Owner, or Head of a party.

1. In the circumstance of confusion or issue revolving around the owner of a party, it shall be the responsibility of the Ombudsman to investigate the structure and decide upon whether the individual is to be sanctioned for Server Owner Elections.

1. A significant criminal record is hereinafter defined as the state of having served a prison sentence equal to or longer than 90 days.

1. Server Elections are hereinafter defined as officially recognized Elections, responsible for the elections of Moderators and Council of Advisor members.

1. Server Owner Elections are defined as elections responsible for the position of Server Owner.

1. Recognizable names are defined as a name easily connected to an individual, of which that individual consents to be called, or this is defined as their official Discord username or display name.

1. The previously incumbent Server Owner is hereinafter defined as the individual who served as Server Owner, and currently holds access over the Official Discord Server, and is given the sanctioned authority of such, before the Server Owner Elections conclude.

1. The Election Manager is defined as the individual responsible for handling the Server Owner Elections. This individual must be a Moderator who has decided to run the Elections, in exchange for the loss of their own eligibility.

1. Server Owner Elections shall commence on the 15th day of August and, thereafter, on the 15th day of every second month. Candidates are to be considered those in compliance with §III SOCE(b), or otherwise referred to as Eligible Candidates.

1. An individual is considered eligible for Server Owner Elections under the circumstance that they comply with the following, and are then to be referred to as Eligible Candidates.

1. They are not actively serving the office of President or Vice President.

1. They are not actively running for President or Vice President.

1. They are not currently in the position of Server Owner. (This clause is nullified in the circumstance that the count of individuals within the Teen Government Official Discord Server drops below 31)

1. They are not actively within the position of Moderator Enforcement Team.

1. They are not actively within the Council of Advisors.

1. They are A legal citizen of Teen Government.

1. They are not actively the Executive, Owner, or Head of a party.

1. They have no significant criminal record.

1. They are an Discord Moderator.

1. They are not the Election Manager.

1. Once Server Owner Elections commence, all Eligible Candidates shall have their recognizable names listed upon a Google Form, made by the Election Manager, in which the following shall be the mandatory questions.

1. Who do you vote for?

1. What is your name?

1. Do you attest to the identity you have listed under user to be reliable and correct, and to acknowledge misconduct via misinformation is to lead to invalidation?

1. These questions shall have the following response options, corresponding to the order as listed.

1. This is to list all Eligible Candidates, and a mandatory multiple-choice question. This may not permit multiple votes per individual.

1. This is to be a short response, wherein the individual voting must accurately state a recognizable name belonging to or associated with them.

1. This is to be a multiple-choice question, stating Yes for the first option and No for the second.

1. If an individual answers no for §III: SOCE (d) (iii), their response is to be invalidated.

1. This Google Form shall limit one response.

1. This Google Form shall not permit response editing.

1. Once an individual submits a Google Form, they shall be mandated to message or otherwise inform the Election Manager on who they voted for, for the proper registry of their vote. All votes which do not properly comply as such are to be invalidated.

1. If an individual fails to put their Recognizable name on their response to §III: SOCE (c) (ii), they shall have their response invalidated.

1. The Ombudsman is to have access to the results at all times, and is mandated to report upon misconduct or false removal of responses, in the circumstance the Election Manager has intently and significantly altered the responses of the Server Owner Elections, they are to be immediately prohibited from running the Server Owner Elections permanently, and this authority shall be given to the currently serving Server Owner.

1. Server Owner Elections shall end on the 17th of every Month, beginning in August and, thereafter, on the 17th day of every second month.

1. Once the Server Owner Elections conclude, the individual with the highest votes shall be considered the Server Owner, and the previously incumbent Server Owner to give the newly elected Server Owner the ownership of The Official Discord Server.

1. Once the conclusions of the Server Owner Elections occur, the previously incumbent Server Owner shall be removed from their “Mod” role and shall lose all authorities attributed to a Moderator upon the conclusion of the Server Owner Elections.

1. All Server Elections shall have a minimum count of Moderators elected at four. In the circumstances where fewer than 4 individuals run and the official Elections begin, all runners shall be given the office, except if any of them is considered incapable of holding the Moderator for any legal reason, at the discretion of the Election Manager.

1. In the circumstance that all Moderators are Eligible Candidates and decide upon running within Server Owner Elections, the authorities to run the Server Owner Elections shall be delegated to the current Minister of Elections, who shall be labeled as The Election Manager, and gains all authorities necessary to run the server owner elections.

1. If the previously incumbent Server Owner refuses to grant ownership of the Official Discord Server to the newly elected Server Owner within a reasonable period of time, the previously incumbent Server Owner is to be immediately banned on the SMP, and is to remain as such until they properly transfer Ownership.

1. In the circumstance that continued failure to comply occurs for 3 days after the Server Owner Elections conclude, a new Discord Server shall be created, via the newly elected Server Owner. All laws mentioning the Official Discord Server shall be amended to consider this newly created Discord Server as the Official Discord Server. All laws and restrictions placed upon the Official Discord Server shall occur within the newly created Official Discord Server.

1. In the circumstance of this occurring, the previously incumbent Server Owner shall be prohibited from entry.

1. This law shall come into immediate effect.

1. This law shall hold equal authority to a Constitutional Amendment.

1. This law shan’t be amended or refused to be enforced within the Official Discord Server, yet it may be via legislation, post-passage by Council.
