Election Security Act : The Strict version

20260725-0 \\ ??? words \\ Rejected \\ Score: 0 \\ No summary

This act aims to provide election security by doing various things.

  1. Move elections from google forms to the ARPD's website (If this is not possible, this act is null and void until it is possible)

  1. Extend citizen ids from their current 6 digits to 7 digits + a Luhn algorithm digit for error checking, so 8 digits total.

  1. Store citizen ids in SHA-256 with salted in the ARPD's servers, preventing leaks of citizen ids.

  1. Also requires the ARPD's website to be open-sourced if possible, if it is not possible, only the election systems and website need to be open-sourced on git, with forks maintained by multiple members of the community, at least one fork however is required so that way even if someone deletes the code the forks are not taken down and the election system can be backed up safely to Cloudflare edge.

  1. This also requires a voting log system which is open to inspection by any members of the community who would like to inspect it and bring up concerns they have about it. The election minister will have access to the logs during election season and if there is believed voter fraud they can confirm the suspicious votes via DMs as a last resort and due to the few locations of the citizen ids, these will be easy to catch as well.

  1. These citizen ids are generated by going to the ARPD's website. The way they will be generated on the website is they will be generated on the user's device, hashed, then sent to the server and hashed again and salted. So that way the server never sees the citizen id. If the citizen id is identical to another then it will be silently regenerated and repeated until it lands on a free citizen id, at which point it will give the user the id and store a hashed version of it on the server for checking. The hashing is also done with their Reddit and Discord username, ensuring voter anonyminty. Also during voting the same system is used for the hashing and the server checks the hash against the stored hash.

  1. This also automates the counting and confirming of election codes, it only raises alarms for the suspicious votes which the election minister will manually check.

  1. This act also makes the ARPD a government organization, bound by all rules and regulations of TeenGovernment. However this still allows the ARPD to shut down non-essential services at any time. However they may not shut down the economy, citizen id system, or the election system under any circumstances, unless this act is null and void. Zeedith will remain as the head of the ARPD though.

  1. The database for the citizen id system and the election system must be completely seperated from the database for the economy, passed bills, or user accounts. And may not have any manual controls to prevent abuse.

  1. The voting system must have a rate limit (that is high requests per minute, like 100 as to not block the people from voting) to prevent brute forcing and must IP block anyone for the rest of the election who goes over the rate limit.

Simplified for the non-tech people:
  1. Why would I need to simplify this one?

  1. Luhn algorithm is what credit cards use to make sure the number is valid and not mistyped. So just error correction

  1. Stores citizen ids like passwords by making it impossible to get the password from the encrypted one.

  1. Means anyone can see the code and that multiple copies of the code exist

  1. Logs so people can see the votes. Only election minister can see the IPs

  1. Makes it so no one can see who voted who. Votes are automatically counted by the system. Also Citizen ids are generated on the user's device so they are never given to the server.

  1. Same

  1. Makes the ARPD a government organization preventing them from shutting down essential services even in protest.

  1. Makes sure the ARPD cannot rig elections.

  1. Makes sure no one else can use a computer to try and brute force the elections.
