Reforming ECO 4+5 act
a. All of Article II of ECO IV will be repealed and have no legal effect after the passing of this act.
b. All of article III of ECO IV will be repealed and have no legal effect after the passing of this act.
c. All of article IV of ECO IV will be repealed and have no legal effect after the passing of this act.
d. All of ECO V will be repealed and have no legal effect after the passing of this act.
