Clarification on the Council Waiting Period

Recently, I've seen confusion on the council waiting period, so this shall be a clarification regarding that.
The council waiting period shall only apply to all acts and amendments proposed to the council.
The waiting period shall not apply to things like motions to appoint a minister, motions to impeach a minister, motions to put a proposition to referendum, motions to give out governmental medals of honor and everything else brought to the council for voting which is not a bill or an amendment.
