Let's stop the ombudsman from not existing emergency decree

In Article 3.1 of the ombudsman act "Election season" shall change to "terms" these terms will be the same length as councils terms.
Any actions done by the ombudsman that were otherwise legal outside of being out of term done by the ombudsman shall be considered to be legally valid.
