Article 1: The rights in this bill apply only to parties that make an agreement to guarantee their member this privilege.
Article 2: Parties can only make these agreements with other parties
Article 3: Parties can only make these agreements with a max of 2 other parties
Article 4: Definition of a MPA document.
All parties will be able to sign a document called an MPA Accord to guarantee their members party registration in two parties.
