Overview: This amendment would grand the Vice President the ability to break ties within the Council. This will ease legislation tied by abstaining members who stall the progress of law.
Article I: The Vice President wields the power to break ties within the Council.
\- For a simple majority vote, if exactly half of voting members are against the legislation whilst half of voting members in favor of the legislation (abstaining is considered a “non-voting member”), the Vice President shall determine if the legislation passes or fails.
Article II: For a supermajority vote (2/3), if Council reaches the exact two-thirds majority mark on legislation that requires a supermajority, such as an amendment, the Vice President may decide whether the legislation reaches the supermajority or just a simple majority, failing the legislation.
\- The Vice President shall not vote on impeachment proceedings by Council.
\- If there is a clear personal conflict of interest on a legislation, the Vice President may only vote “Abstain.”
\- If the Vice President is unable to break the tie, simple majority legislation fails, while supermajority legislation passes. (As it would currently occur in a tie)
Article III: The Vice President may vote independently of the President.
\- The Vice President is their own person, and may vote regardless of agenda.
\- If legislation is presented which affects the Vice President, they may choose to vote against or abstain from voting.
