A dying wish

In the last breaths of u/gfalls_j4zz, her dying wish was for me to post this proposal written by her. 

**Proposition for Council**

*To Establish a Non-Partisan Record Keeper (01/02/26)*

**Article I - Definitions:**

	“the Population” - Every Citizen (as defined in the Constitution) of r/teengovernment

	“Census” - A record of all Citizens, including, but not limited to, the amount of both Active and Inactive Citizens

	“the Census Keeper” - The Citizen appointed to hold the duties outlined below, in Article III

	“President” - As defined in the Constitution

	“Indication of Interest” - This can be a comment or post in r/teengovernment, participation in a r/teengovernment election (either running for office, or voting), or a message on their behalf to the Census Keeper by another Citizen

	“Active” - To be deemed ‘Active’, one must have made an Indication of Interest within the past thirty days

“Inactive” - To be deemed ‘Inactive’, one must have made no Indication of Interest within the past thirty days



**Article II - The Establishment of the Census Keeper:**

	The Census Keeper is to be appointed by the President between the first and fifth of each month.

	A Census Keeper’s term may not last more than 36 days, however a Citizen can get re-appointed for multiple terms in succession.

	There must never be more than one Census Keeper, so the current one must step down as soon as a new one is appointed.

	There are five exceptions to the above, with these being the following-

* The very first Census Keeper must be appointed within five days of this bill being passed, no matter the date, and they will serve until the President appoints someone else per the rules above.
* In the case that a Census Keeper commits a crime, decides to quit, or stops fulfilling their duties (as outlined in Article III), they are kicked from office, and the President must appoint an interim Census Keeper to serve until the end of the kicked Census Keeper’s term.
* In the case of a Citizen refusing appointment, the President must appoint another Citizen.
* The President or the Council (with a majority vote) can kick the Census Keeper.
* If the President fails to appoint a new Census Keeper, the most recent Census Keeper must appoint the new one before the seventh of the month.
   * In this case, the appointing Census Keeper cannot appoint any of the past three most recent Census Keepers to the role, including themselves.



**Article III - Duties of the Census Keeper:**

	The Census Keeper has one main duty, to keep the Census, but there are other responsibilities too. They are the following-

* Keep record of how many Citizens are in each registered Political Party.
* Keep all Census and Political Party information in an easily accessible place, such as the Wiki.
* Keep record of all passed Bills in an easily accessible place, such as the Wiki.
* Understand the Constitution.
* Act as a source of information for the Population.
* Make at least one post per term in r/teengovernment stating the current Census.
* Gather all Census information through Council members, the President, the subreddit information, and/or leaders of registered Political Parties.

**Article IV - Limitations of the Census Keeper:**

	The Census Keeper is not immune to the Law, in any way, shape, or form.

	The Census Keeper may not withhold information they have gathered in their time as Census Keeper.

	The Census Keeper may not hold any other Government office at the time of them being Census Keeper.
