Ok guys, it's me, u/Heavy_Stomach_7633, or Sean, lawmaker for the Social-Liberal party, back with another random idea. I hope council considers this bill once, well, we're sure who the council is, but I'm just gonna drop it here. \-------------------------------------------------------------------------------------------------------- SHORT TITLE: THE MODMAIL ACT As defined by the constitution, a citizen is any unbanned member of the subreddit. However, from personal experience I can attest that it is exceedingly difficult for new citizens to participate in public life, or even exercise their basic rights like voting, as so much information is scattered and gatekept (not to mention the sub rules and wiki are very outdated). This has been demonstrated by the low voter turnout. To address this issue, I propose that our government enact as follows: 1. That when a new user joins the subreddit, they get an automatic message via modmail, which provides essential information on the subreddit, its structure and governance, as well as their constitutional rights and responsibilities. The modmail will include a link to the ARPD website, in order to access information about specifics like laws and individual citizens. 2. Within the automatic modmail will be a direct link to the voter registration form, provided so that it will be easier for a citizen to exercise their constitutional right to vote. 3. To prevent voter fraud, the voter registration form and subsequent election ballots will be hosted by a site like FormNX with the capability to offer a maximum of one response per IP address, or a website set up by the ARPD. 4. To streamline administrative tasks like elections, referenda, polling and more, responsibilities for all of this will fall directly under the ARPD as a whole, rather than any single user. \-------------------------------------------------------------------------------------------------------- This is just a backbone for council to consider, and I hope that the council, once stable, takes the time to look over this bill, make amendments as needed, and take this important step to a fairer and equitable society where every citizen finds it easy to exercise their rights and responsibilites. \-Sean, u/Heavy_Stomach_7633, Lawmaker, Social/Liberal

I definetly agree with the modmail thing. however we already have the voter registration to ensure only one vote per person. I know you probably put that because of our little vote counting situation we just had, but using voter codes or using a ip based vote thingy could both still have the same problem we had. Also, the ARPD is pretty much just one person anyway, being only run by any-firefighter so this would put too much work on him.
So this should be amended as just the modmail part without the voter and arpd part.

My main concern/reason for putting that is that someone could use multiple accounts and fill out the registration form multiple times that way, I'm sure there at least a few Arc-type personalities that would try that

yes, me and camel checked each and every account who registers for a code for community karma (posts/comments in teengov) and check to make sure they not alts. so #3 should be amended and removed imo.

Here's the thing, though. An account could be very inactive and still not be an alt, ie a private citizen. This opens up a whole new can of worms though, what do you think?

as long as they have at least a comment or post here in teengov, they should be able to register. so even if they arent super active, as long as they had recent contributions they are good.

I generally support a lot of this but the ARPD is a non government entity and should not do government work.

Honestly I would just put it through the minister of elections and just add some staff under them, also IP bans often cause people in the same household to be unable to vote, meaning siblings could be disenfranchised. (also this is already up to vote so I'd make the amended version an entirely separate version to vote on after this one is to prevent confusion, as this already has some votes on it)

I like this but for the fact that the minister is part of the executive and thus could be partial. I would rather the stuff be done by an independent, non-governmental entity that is still in some way tied to the govt (like here in Canada) rather than the executive

We ultimately just kind of don't have any entities outside of the government that have the capabilities to do that right now.

imo it should just be the ministers as it is now. the ministers are allowed to request to "hire" others to help them get their job done.

It has been proposed and some have voted, and some debate has occurred, no majority has been reached.

I think a majority would be reached if the final bill included sections 1 and 2, with the council agreeing to revisit the core ideas of the latter sections at a later date.

UPDATE: After hearing from the community, Parts 3 and 4 don't matter to me that much, and I agree that these ideas be shelved to revisit at a later date and the first two parts be passed in the final bill.
