Article 1: No new countries can be fabricated without council or presidential approval. If approves, the new country may go to the balance team for review 1A: 75% of the council plus presidential approval, or 90% (or closest increment) without)\* Article 2: The same rules apply for Militaries States or other subdivisions Cities Navies Towns Natural Resources New landmasses Changes in land area Roads Rail Links Militias\* Article 3: Balance Team Decisions can be overruled by Council or a referendum. Article 4: Until an economy is in place, no businesses can claim profit based on natural resources Article 5: No new large infrastructure projects can be constructed without BT approval\* Article 6: All cities and towns are considered prebuilt Article 7: No starting wars without BT Approval\* Article 8: Housing will be considered free until the inception of the economy\* Article 9: Councilmembers will gain free housing in Nevarro. \*= edits CONSTITUTIONAL AMENDMENT

We would need more than president approval, I want president approval, and 75%+1 council, or no president approval and 90% council approval.

I feel like this would make things a bit too slow, and possibly a bit biased. Many are good, but the wars one needing BT approval in my opinion shouldn’t be there, like if party x has a good majority in BT and are much weaker than party y but party y has barely any people in BT then party x would be immune from attacks from party y, or any party in general
The BT should probably just only come in if there’s an emergency like money fraud, or in massive changes, like you said, changes in the land and stuff

The thing is, these aren't different countries. These are different SUBDIVISIONS of the Republic. Wars against each other would be catastrophic, and notice this does not involve ARMED CONFLICTS. Just official wars.

Okay wait this could cause problems with relations if we ever open up our relations with other polsims. It would require every government in the polsim the be recognized which would be... Tedious... to say the least...

Thats not what I was talking about.
I am aware its an unpopular idea.
I am just saying. We could act like all the maps are one larger map so that in practice, each polsim has its own map, however they can still influence eachother.
