Article VII: If there is a time where a position has no minister, or the minister is unavailable at a critical juncture, possibly through resignation, the president can take on authorities of that position until a new minister is appointed. This is so vital government services can continue during such times, and is intended as an emergency stop gap measure.

By "new codes" are you referring to new voter codes? I can't think of anything else it would mean—but just wanted to get clarification.
