With the passing of "[The Band-Aid Act](https://www.reddit.com/r/TeenGovernment/comments/1sfq7rr/the_bandaid_actamendment_v2/?utm_source=share&utm_medium=web3x&utm_name=web3xcss&utm_term=1&utm_content=share_button)", the canon [map](https://www.reddit.com/r/TeenGovernment/comments/1rdxzzf/map_2/) has now been brought into effect, so this law looks to actually do something with it before the economy comes out and also to ensure that there is more political discourse and more engagement, along with the hope that this will make this sub a bit more detached from the real world.

Article 1: Everyone will decide on a place to live in the map. If the previous form issued was void, it will be done along with the upcoming or next census, based on council decision.

Article 2: There will be a bicameral legislature, with a Senate as the "upper" house. Senators will be elected directly by the people of each of the three states in the map. The default number of seats per state shall be 2 until a formula is decided upon.

Article 3: Any proposition must be passed separately by the council and the senate to become law.

Article 4: After the council/presidential elections and the senate elections, the Election Minister must post the results as a post (and not just as a Google sheets file) to make future reference easier.

Article 5: Decisions on Economy-related bills will be under the jurisdiction of the Council and the Senate will not vote on such bills. However, there will be a joint session so that the senators can discuss the provisions of the bill with the councilors.

I'd want it to happen with an election soon after this is passed (if it is) but I didn't specify a time so that the council can decide whether to conduct it together with the council elections or separately at another time.

Newer people didn't, and after I picked a place in that google form, there have been no real public updates about the map and stuff.

I support everything but the bicameral legislature. Imagine if Overton has like 5 people IRP but still gets senators. I also think this will make passing emergency amendments slow along with regular bills

What about having the number of seats in senate be proportional to the population of the state (or having a formula so that states with too few people don't have senators). I think I can make provisions for emergency amendments (similar to the economy related bills but with no discussion with the senate). The regular bills may take more time to pass, but I see that many people do want the powers of the council to be reduced and also to have more political participation.

I agree with the overall intent of this bill especially improving engagement, organizing the map, and making election results more transparent. However, I strongly oppose the introduction of a bicameral legislature. For a small community like TeenGov, we simply don’t have the numbers or manpower to sustain two houses. It would spread participation too thin, slow down lawmaking, and add unnecessary complexity when a single chamber can function much more efficiently. I also believe a centralized, unicameral legislature is the best approach for us right now as it keeps decision-making clear, fast and accountable. In real world systems like India, bicameral legislatures often face delays, duplication of debates and legislative gridlock. Upper houses can end up slowing reforms rather than improving them. If such inefficiencies exist even in large, well established countries adopting the same model in a much smaller setup like ours would likely create more problems than benefits.
